The panel discussion “Safe and Secure Studies: A University Free from Sexual Harassment 2025–2026” took place on September 29, 2025, at the Faculty of Philosophy, University of Prishtina, gathering over 25 participants interested in promoting a safe and supportive academic environment.
The discussion was moderated by Zana Hoxha, activist and theater director, who set the stage for an open and interactive dialogue between panelists and students. Prof. Assoc. Dr. Majlinda Zhitija Gjelaj, Vice-Dean for Doctoral Studies and Quality Assurance, highlighted the importance of the regulation for preventing and addressing sexual harassment at the University of Prishtina, describing it as an institutional achievement that could serve as a model for other universities. She informed students that the Code of Ethics had been recently revised and that the regulation itself is currently under review according to the new university statute. She also announced that the University will soon establish a Student Ombudsperson Office, creating a new avenue for protection and reporting.
From the civil society perspective, Arjana Qosaj Mustafa shared the challenges faced over the years and encouraged students to familiarize themselves with the regulation and relevant legal provisions to be empowered to report harassment cases. Meanwhile, Liridona Osmanaj shared her experiences from international universities, where institutional practices for protecting victims are more consolidated, urging students to always show full solidarity with victims of harassment and sexual misconduct.
The discussion was further enriched by student questions and suggestions, including a proposal to extend the reporting period for harassment cases from one year to five years, reflecting a need for concrete adjustments in the regulation.
The panel was organized by Artpolis, in cooperation with the Student Parliament of the University of Prishtina, with support from UNFPA, sending a clear message: a university must not only be a place of knowledge but also one of safety, respect, and solidarity.
